UNR and LOC in old KNRUHS lists: the local-area quota Telangana dropped

Open a Telangana MBBS allotment list from 2020-21, 2021-22 or 2022-23 and the Adm Details column looks busier than the modern ones. Between the familiar tokens sit two extra ones: UNR and LOC. A typical row reads something like REG-UNR-OPEN-GEN-P1. These two tags are the footprint of a reservation system that no longer exists, and misreading them is an easy way to compare cutoffs across years that were never comparable.
What UNR and LOC meant
UNR stood for unreserved and LOC for local. They recorded the candidate's local-area status: whether they counted as a local candidate of the university area or not. A share of seats was effectively fenced by this status, so the same college, category and quota could close at different ranks for local and non-local candidates. Any cutoff read off those years is really two cutoffs wearing one label.
Why the old lists look different
The older PDFs carry several such fossils. The headers read COLL :: CODE(001) - NAME instead of the modern format, the category column says plain SC rather than splitting into SC-1, SC-2 and SC-3, and the Adm Details string runs REG-{UNR|LOC}-{OPEN|CAT}-{GEN|FEM}[-TAG]-P{n}. Each of these details is a reminder that the counselling machinery has been rebuilt more than once.
The system was dropped from 2024-25
From the 2024-25 counselling cycle onward, the local-area reservation is gone from the allotment lists. Modern rows look like OPEN-GEN-P1, with no UNR/LOC token at all. For candidates, that is a simplification: one cutoff per college-category-quota cell, no local-area split to track.
What this means for reading old cutoffs
If you are comparing a 2021 cutoff with a 2025 cutoff for the same college, you are comparing numbers produced under different rules. The older number mixes two different competitions. Treat pre-2024 cutoffs as rough orientation, not precise targets, and give the most weight to the most recent years, which were computed under the current system.
